Key representatives from local health authorities will discuss everything from upcoming projects to pursuit strategies that help you put your best foot forward. We have limited numbers of tickets for this lunch event at Terminal City Club.  

The Canadian Society for Professional Services Management and Professional Services Management Association BC have organized a panel of health authority directors from Vancouver Coastal Health, Provincial Health Services Authority and Fraser Health.  Before we open up for an open question and answer session, we intend to cover

  • Tips, tricks, and feedback to build into your planning and pursuit efforts

We welcome anyone interested in upcoming healthcare projects, especially proposal professionals of all levels and professionals responsible for business development.  You’ll meet Belinda Graham (Vancouver Coastal Health), Eleanor Lee (Provincial Health Services Authority), and Noor Esmail (Fraser Health Authority – Burnaby Hospital Redevelopment).  

About your presenters

Belinda Graham

Acting Executive Director, Capital Projects; Coastal Community of Care Director (Vancouver Coastal Health Authority)

As Acting Executive Director for Capital Projects at the Vancouver Coastal Health Authority, Coastal Community of Care, Belinda is responsible and accountable for the planning and delivery of all capital projects from North Vancouver; Sea to Sky corridor; Sunshine Coast and Bella Bella; and Bella Coola. She is accountable for the various stages of the project from conception, feasibility, business case development, design and planning work including master plans, procurement, construction, and smooth transition to operations. She serves on the regional Integrated Project Management committee for VCH and is on various steering committees for project process and improvements.

Belinda has her Master of Business Administration and is a PMP professional. Her experience includes 15 years in capital projects, specializing in minor capital projects for the healthcare sector.

Eleanor Lee

Chief Project Office and Executive Director (Provincial Health Services Authority)

Eleanor Lee is the Chief Project Officer and Executive Director for the Provincial Health Service Authority. She provides overall leadership for planning and delivery of major capital development for specialized healthcare across the province. 

Eleanor is an architect by profession and has an extensive history working on healthcare projects, including four BC Cancer centres, the New St. Paul’s Hospital, and Teck Acute Care Centre at BC Children’s and BC Women’s Hospital.

Noor Esmail

Chief Project Office and Executive Director (Fraser Health Authority – Burnaby Hospital Redevelopment Project)

As Executive Director at the Fraser Health Authority and the Chief Project Officer for the Burnaby Hospital Redevelopment Project, Noor currently leads the project team in delivering the $2.4 billion multi-phase transformation of the Burnaby Hospital into a modernized medical and surgical healthcare campus. This project includes two new patient care towers, a new cancer centre, and expansions and renovations to existing buildings on campus. 

With over 30 years of experience, Noor has worked with Vancouver Coastal Health and the Lower Mainland Facilities Management, leading the planning and implementation of major capital projects, including Lions Gate and Richmond hospitals. He has also served as a director with the Aga Khan Development Network, based in Nairobi (Kenya) and Dubai (UAE) overseeing capital project development in education and healthcare across Africa, the Middle East, and South-Central Asia. Noor holds multiple degrees in architecture and physiology from McGill University.
